Iran and Russia to Establish Joint Maritime Consortium in Makhachkala

iran russia The Deputy Minister of Roads and Urban Development and Managing Director of the Ports and Maritime Organization announced that officials from the Islamic Republic of Iran and the Russian Federation will hold talks in Makhachkala today and tomorrow (November 6–7, 2025 / 15–16 Aban 1404) on the establishment of a joint maritime consortium.

PMO News Portal - Officials from the Islamic Republic of Iran and the Russian Federation are set to hold talks on November 6–7 (15–16 Aban) in Makhachkala, Dagestan, to discuss the establishment of a joint maritime consortium aimed at enhancing cooperation in shipping, port operations, and maritime tourism.

According to Saeid Rasouli, Iran’s Deputy Minister of Roads and Urban Development and Managing Director of the Ports and Maritime Organization (PMO), the initiative stems from an agreement reached during the Iran-Russia Joint Economic Commission held in Moscow in May 2025. The Russian side has formally endorsed the proposal.

Rasouli, who is leading a high-level Iranian maritime delegation to Russia, expressed hope that the upcoming meeting will pave the way for the launch of operational measures to establish the consortium. He explained that the partnership will bring together private sector actors from both countries to promote collaboration across cargo transport, passenger services, and maritime tourism.

Ahead of the Makhachkala talks, Rasouli held meetings in Moscow with Dmitry Zverev, Russia’s Deputy Transport Minister, and Tarasenko, Head of the Federal Maritime and River Transport Agency, to review progress on bilateral maritime cooperation. He also discussed recent developments with Kazem Jalali, Iran’s Ambassador to Russia.
